Evaluation Partner, freelance – fixed term contract from 9 Oct 2026 – 31 January 2027.

Portsmouth Creates in partnership with Portsmouth City Council, and Trigger are seeking an Evaluation Partner to work with the project team to design and deliver an evaluation that captures the engagement, quality and impact of the finale project to mark the end of Portsmouth100 centenary celebrations.

The project is a large-scale community engagement and cultural participation programme bringing together local communities, artists, partners and audiences through a series of workshops and public events, led by Trigger.

Job description:

The Evaluation Partner will be responsible for:

  •      An inception meeting with the project team and key stakeholders.
  •      Development of an evaluation framework and theory of change.
  •      Identification of key outcomes, indicators and success measures.
  •      Design of appropriate data collection tools and methodologies.
  •      Collection and analysis of quantitative and qualitative data.
  •      Delivery of fieldwork at selected workshops and public events.
  •      Production of case studies and participant stories.
  •      Interim reflection sessions with the project team.
  •      A draft evaluation report for feedback.
  •      A final evaluation report including findings, insights, learning and recommendations.
  •      A final evaluation and reflection meeting with project partners.

Expected outputs

The evaluation should include:

  •      Evidence of project reach and participation
  •      Analysis of outcomes and impact
  •      Participant, artist and stakeholder case studies
  •      Key learning and recommendations
  •      An accessible final report suitable for funders, partners and public dissemination.

  •      Participation levels
  •      Diversity and demographics of participants
  •      Development of creative skills and confidence
  •      Community pride and ownership

  •      Engaging with participant stories and experiences.

Artist Development

Understanding the value of the project for participating artists, including:

  •      Mentoring and professional development opportunities
  •      Skills development
  •      Networking and collaboration
  •      Career development and future opportunities arising from participation.

Audience Experience

Understanding audience engagement with the public programme, including:

  •      Audience numbers and reach
  •      Visitor demographics
  •      Audience reactions and emotional responses
  •      Perceptions of the lion artwork and wider programme
  •      Connections to place

Contract – Freelance

This is a fixed term contract from 9 Oct 2026 – 31 January 2027.

Part-time hours

The total budget available for this project is £3000. This is based on 9 days at £300, plus £300 for travel and other expenses.
