Claire Budden

Claire has worked across both local government and the NHS in the city over the last twenty years. Originally operating as a commercial solicitor Claire broadened her career into programmes and projects across the public sector and has undertaken the lead for governance in a number of roles. She currently leads the Commercial function for the Royal Navy procuring and managing an array of contracts and services with her team supporting innovation and collaboration with partner organisations.

She lives in the city with her young family and is a keen amateur participant in the local arts.

“I’ve seen firsthand how creativity – whether through public art, performance, or grassroots initiatives—can shape a place, connect communities, and inspire pride in where we live. That’s what motivated me to join the Board: a belief in the power of creativity to make lasting, positive change. What excites me most is the way creative industries are increasingly being recognised not just for their cultural value, but for their contribution to social cohesion, mental wellbeing, education, and the local economy. Creativity isn’t a luxury – it’s a vital part of how Portsmouth can adapt, grow, and bring people together”
